The Housing Ministers' Conference (HMC) and its Housing Ministers' Advisory Committee (HMAC)

The main function of HMC is to provide a forum for the formulation of nationally consistent policies on housing where cooperation and coordination between jurisdictions will benefit both the development and outcomes from those policies.

 

HMC is supported by HMAC which comprises the heads of Commonwealth, State and Territory Government agencies with primary responsibility for housing issues and the President of the Australian Local Government Association. 

 

“Housing” includes public housing, community housing, indigenous housing and private housing.

 

HMC and HMAC may establish sub-committees or working groups to address ongoing matters of concern or to investigate and report on specific issues.


This internet site has been established to facilitate the work of Members of the Housing Ministers' Conference (HMC) and the Housing Ministers' Advisory Committee (HMAC).

Access beyond this screen, is available only to Members of these forums and authorised staff of the relevant Departments.

HOUSING MINISTERS' CONFERENCE Membership

Members include Ministers with primary responsibility for housing portfolios in the Commonwealth Government of Australia and State and Territory Governments and the President of the Australian Local Government Association. The New Zealand Minister attends HMC meetings as an observer on a regular basis. Representatives from the Australian Institute of Health and Welfare (AIHW) and the Australian Housing and Urban Research Institute (AHURI) have standing observer status at meetings. 
 

Where issues for discussion cross portfolio boundaries other Ministers may be invited to attend, for example homelessness.

 

Role / Objectives


The objectives of HMC are to:
 
-   
facilitate consultation and cooperation between 
     governments and promote national consistency in policy and
     service development where appropriate

-         undertake joint policy development through effective use of resources

-         take joint action in the resolution of issues which arise between governments.


Chairing
The Chair of HMC rotates annually amongst the State and Territory Members of the Conference.

Decision Making
The Conference does not have statutory powers.  Decisions of the HMC are reached on the basis of consensus only.

 


HOUSING MINISTERS' ADVISORY COMMITTEE

Membership

 

The membership includes the  Secretary / Deputy Secretary, Department of Families & Housing, Community Services and Indigenous Affairs,   heads of State and Territory agencies with primary responsibility for housing issues and the CEO of the Australian Local Government Association.

 

The Chief Executive of Housing New Zealand and representatives of AIHW and AHURI have standing observer status at meetings.

Other Commonwealth and State / Territory representatives may attend meetings for items of particular interest to their portfolios at the invitation of the Chair.


 

Role/Objectives of HMAC


The objectives of HMAC are to:

-   promote a consultative and cooperative approach to housing 
    policy development and implementation

-   provide effective support to HMC and facilitate implementation of its decisions

-   consider matters referred by HMC or any individual Minister

-  consider housing issues referred by HMAC sub-committees or
     working groups
.


Decision making
Decisions are made by HMAC on the same basis as for the Housing Ministers' Conference.  HMAC does not have statutory powers and decisions are reached on the basis of consensus.

Chair
The responsibility for chairing HMAC rotates amongst the members.  A member’s term as chairperson will be twelve months, commencing at the conclusion of the meeting at which they are nominated and ending at the conclusion of the last meeting they chair during the 12 month period.


The Executive Committee is elected by members of HMAC to coincide with the appointment of the Chair.  It comprises the Chair, the Commonwealth and one other member.
